Real Estate Crisis 2025 in Austria: A Look at Current Developments
The Austrian real estate market finds itself in a tense situation in 2025. High construction costs, rising interest rates and legal hurdles are posing considerable challenges for developers, buyers and tenants. While slight relief can be observed in some areas, the overall situation remains critical.
New Construction Crisis: A Dramatic Decline
The number of completed new builds has fallen sharply in recent years. From over 45,000 units in 2022, the figure dropped to around 42,000 in 2023, and a further decline to approximately 36,000 is expected for 2024. For 2025, experts are forecasting only 30,000 completions, with a dramatic drop to 17,000 by 2026.
Privately financed owner-occupied apartments are particularly affected. The number of these units is set to fall from 17,380 in 2022 to fewer than 1,800 by 2026. Reasons for this include, among others;

. Difficult financing options
- Skyrocketing construction costs
- Delayed zoning procedures
- High interest costs
- Stricter energy efficiency requirements
Particularly affected: major cities such as Wien, Graz and Linz. Many developers are postponing or halting projects.
Price development: stability in prime locations, decline in peripheral areas
In central locations of major cities such as Wien, prices for owner-occupied apartments and rental properties are rising slightly. A price increase of approximately 3.4% is forecast for 2025. In peripheral locations, however, prices are declining or stagnating. This is leading to a shift in demand towards well-connected urban areas.
The real estate crisis in Austria in 2025 is characterized by a dramatic decline in new construction, rising prices in central locations and high demand in urban areas. Political measures such as the suspension of rent increases offer short-term relief. In the long term, however, comprehensive reforms in the areas of building regulations and financing are required to stabilize the housing market sustainably.
